A Modest Proposal

I think Congress should pass a law--or an amendment to the Constitution if that's what it takes--that says if you, as a legislator, insert an earmark into a bill and then you vote against the bill, then your earmark becomes null and void. If you want an earmark, you have to vote for it. If you refuse to vote for your own earmark, then it is deleted from whatever legislation it is a part of. I think this is an idea everyone can get behind.
