Rangel convicted on eleven counts

Charlie Rangel has been convicted of eleven counts by the House ethics committee, but amazingly his punishment will not include expulsion from Congress. This is why no one trusts the government anymore.

I was wondering what good expulsion would do? After all, this Congress is almost history, and Rangel was reelected overwhelmingly. Would expulsion under these circumstances mean that he wouldn't be seated in the next Congress? I don't know the answer to that question, but if it is "No," then that may be an explanation for the failure to consider it now.
