The Virginia General Assembly begins the process of crossover tonight. Legislative committees that are responsible for
appropriation, debt, revenue, and VRS bills must complete their work by by midnight tonight. Each house of the General Assembly must complete work on its own legislation (with the exception of the bills described above and the budget bills.
Of course the budget bill is the key to everything this year, and it is being written in secret by the Republicans in the House of Delegates. How much longer will they drag out the budgeting process before springing massive education cuts? That's the punchline of this year's session: Republicans are going to gut public education.
