Why is the Republican Party of Virginia sending absentee ballots to Democrats in Northern Virginia?

According to James Martin at Raising Kaine, the Republican Party of Virginia has sent absentee ballots out to Democratic voters in Northern Virginia. James attributes this move to very bad voter targeting on the part of the Republicans. I have to wonder if something more sinister is at work.

You see, James' ballot was for the wrong race in the wrong jurisdiction. Are the Republicans trying to induce Democratic voters into throwing away their votes with bogus absentee ballots?

Are the absentee ballots even real? One Raising Kaine commenter suggests that the ballots are not the same as the official absentee ballots provided by the Commonwealth.

I call on my fellow Leftybloggers in Northern Virginia to investigate this phenomenon and report any irregularities.

Update: James Martin has clarified his description of what he received--apparently it was not an absentee beallot but rather an application for an absentee ballot.
